Unlike narrative-first systems that rely on persuasion, interpretation, and mutable consensus, the EMS Federation prioritizes fixed structural baselines, defined authority boundaries, and traceable artifact lineage.

This paper outlines the constitutional logic of the Federation, its layered processor model, its drift-detection mechanisms, its language protocol discipline, and its boundary architecture for patronage and capital interfaces.
